Add a new raster layer and flood fill with #c7e4f9.  Effects > Filters Unlimited 2.0 > Color Filters > Bluesky use default settings. Select none.(You can susbstitute a scrapkit paper for this step just paste into selection)
Now we are going to make the yellow beveled frame.  Activate green frame layer and click inside with your magic wand - Selctions > Modify > Expand=3.  Add a new raster layer Open paper 8 and paste into selection.  Keep selected.  Selections > Modify > Contract=10 > Hit delete on your keyboard.  Select none.

Your frame should look like this now.

Activate your white background layer - Add a new raster layer - Flood fill with #a2ceee
Apply DBV Mask 111 > Merge Group
Now add any elements you want to your tag.  I used:
Element 32 (grass) - Resized 60% - Duplicate > Arrange > Merge Down
Element 39 (cloud) - Resized 50%
Element 9 (sun) - Resized 35%
Elements 16, 17 & 18 (flowers) - Resized 30%
Elements 13 & 14 (flowers) - Resized 25%
Elements 56 & 57 (hearts) - Resized 30%
Elements 30 & 31 (butterflies) - Resized 25%
Element (pink mushroom) - Resized 25%
Element 2 (yellow mushroom) - Resized 15%
(I flood filled the windows with the color of the mushroom because the green grass was showing through)
Element 44 (chick) - Resized 40%
Arrange to your liking - here is my arrangement

Apply drop shadow to all elements.  I used V & H=1 - Opacity=30 - Blur=3 - Black
Paste your main tube as a new layer- Duplicate > Adjust > Blur > Gaussian Blur=3
Change blend mode to soft light.
Activate orignal tube layer and apply radiance filter with these settings:

If these settings don't work for your tube, click on random until you get the effect you want.
Apply drop shadow to this layer - I used: V & H=2 - Opacity 40 - Blur 4 - Black
If you are going to resize your tag, do it now.
Add appropriate copyright, license number and name.
Hide your background layer - Merge visible and save as a PNG

Here is another example using the awesome art of Keith Garvey.

I hope you enjoyed my tut, enjoy your tag and see ya next time!
