Baby It's Cold Outside!

Supplies Needed:

Paint Shop Pro
Tube of choice - I'm Pinuptoons - Purchase at CDO . 
 Also, Keith Garvey - Purchase at Garv Girls PSP Tubes . 
You must have a license to use these tubes.

WSL_ Mask 336, 339 & 340 - Included in supplies

Porky's Font which is a free font and included in my supplies
Filters Used:  Xenofex 2 - Constellation
Xero - Porcelain

This tutorial was written assuming you have a working knowlege of PSP.
Click on any image to view at actual size.

Open a new image 650px wide by 650px high - Flood fill white
Add a new raster layer - Select all - Flood fill with #0e5688
Apply WSL_Mask 339 - Merge Group - Keep selected.
Add a new raster layer - Again, Flood fill with #0e5688
Apply WSL_Mask336 - Merge Group.
Add a new raster layer - Open Paper_03 - Copy and paste into selection
Apply WSL_Mask340 - Merge Group - Select none.
Open Element_04 - Resize to 35% - When resizing elements, remember to use "Smart Size" and sharpen after.
Copy and paste as a new layer.
Grab your magic wand and click inside the frame.
Selections - Modify - Expand =10
Add a new raster layer - Move it under your frame layer.
Make a gradient - with these colors:
 Foreground #06346a and Background #2297c4
Angle =15 - Repeats 0 - Invert box ticked
Flood fill selection with your gradient color - keep selected
Apply Xenofex 2- Constellation with these settings:

You can play with the settings until you get the snow effect desired.
Keep Selected.
 Open the cloud I provided - Paste as a new layer - Arrange - Lower opacity to 81
Selections - Invert - Delete - Select None.
Activate Frame layer - Open Element_30 - Resize to 25%
Paste as a new layer - Arrange to the right side.
Open Element_25 - Resize to 20% - Paste as a new layer
Arrange slightly to the right.
Grab your eraser tool and carefully erase the large rings (optional).
Open Element_06 - Resize to 15% - Paste as a new layer - Arrange to bottom.
Open Element_17 - Resize to 10% - Paste as a new layer - Free Rotate - 90 Left
Flip - Arrange to bottom left side of tag - Duplicate - Mirror - Merge Down
Open Element_18 - Resize to 10% - Paste as a new layer - Arrange to bottom right
Grab Eraser tool and carefully erase stem - Duplicate - Mirror - Merge Down
Open Element_38 - Resize to 15% - Paste as a new layer - Arrange to bottom right
Duplicate - Mirror - Merge Down - Duplicate - Flip - Arrange at bottom.
Move the duplicate layer underneath the original layer - Merge Down
Open Element_14 - Resize to 20% - Paste as a new layer - Arrange bottom center.
Your tag should look something like this now:

Now you can add any other elements you want to your tag.  I only used Element_12 and Element_13 (snowflakes) resized to various sizes.
Activate silver stars layer - Paste tube as a new layer - Arrange - Duplicate
Adjust - Blur - Gaussian Blur - 3 - Chage blend mode to soft light.
Activate orignal tube layer and apply Xero - Porcelain with these settings:

 Apply drop shadow - I used V&H=2 - Opacity 40 - Blur 4
Apply same drop shadow to each element layer except tree and snowflakes.
Lower the V&H to 1 on those layers.
If you are using my wordart apply it now - Apply Drop shadow of your choice.
If you are going to resize your tag, do it now.
Apply appropriate copyright, license number and name. 
Hide white background layer, merge visible and save as a PNG.
And you're ready to enjoy your new tag!
