Click on any image to view at actual size.

Open a new canvas 650 px wide by 650 px high - Flood fill white.
Add a new raster layer - Select All - Open paper 6 - Paste into selection -Mirror
Apply WSL_Mask363 - Merge group - keep selected.
Add a new raster layer - Open paper 2 - Paste into selection
Apply Vix_Mask292 - Merge group - keep selected.
Add a new raster layer - Flood fill white - Again, apply Vix mask - Merge group
Image - Resize all layers unticked - Resize 99%  (This is to make the pink shadow effect.)
Select none.  Merge down.
Open lecafe - Paste as a new layer - Resize 70%
Grab your lasso tool - point to point - Add (shift) - Feather and smoothing 0 - Anti Alias ticked
Select the two portraits and Le cafe sign and once selected, hit delete.  You can also use your eraser tool to erase so use whatever works best for you.  Grab your move tool and pull it down until mask is peeking out at the bottom of the floor.  Activate cloud mask layer and erase any overhang you don't want showing at the bottom.
Add any elements you want and arrange.  I used:
eiffeltower - Resized to 50%
flowercart - Resized to 55% - Mirror
hatboxes - Resized to 38%
bike - Resized to 65% - Mirror
Apply drop shadow to all elements except lecafe layer - I used:
V&H=1 - Opacity 30 - Blur 3 - Black
Your canvas should look something like this now:

Paste your tube as a new layer - Duplicate - Adjust - Blur - Gaussian blur - 3
Change blend mode to soft light.  Activate orginal tube layer and apply porcelain with these settings:

Apply same drop shadow used before.
Paste second tube and repeat the same steps as with first tube.
Next step is optional - Create portrait on easel.
Press Shift + D to duplicate.
On this new image delete artist with easel, bike, lecafe and white background layers.
Hide both mask layers - Merge visible.
Unhide mask layers - Arrange tube layer to center of canvas.
Grab your eraser tool and erase any excess mask layer you don't want.
Merge visible - Resize to between 18-20% and rotate slightly 8-10 degrees to the right. Sharpen.
Resizing and rotation depends on the size of your graphic.
Copy and paste as a new layer on the original tag you are making and arrange on top of easel.
Erase carefully any part that is overlapping your tube layer.
If you are going to resize your graphic do it now.
Add appropriate copyright, license number, wordart and name.
Hide white background layer - Merge visible and save as a PNG.

Let's get creative and animate this tag.
Open Animation Shop
Open your heart animation.
Back in PSP unhide white background layer - Copy merged
Paste as a new animation in A/S and duplicate to a total of 16 frames.
Go back to frame 1 and select it by clicking inside it.
Go to the heart animation and select all frames (Ctrl + A)
Grab your animation on frame 1 and drag it over to the first frame of your tag.  I released it when the bottom hearts of the animation sat on top of the flowers in the cart.
View your animation - If happy with it, save as a GIF and enjoy your tag.
Click on tag to view at actual size... now how cool is that?

I hope you enjoyed my tutorial and come visit again real soon!
