Ready? Ok, lets get started!

Open a new image 600 x 600 px and floodfill white.
Add a new raster layer - select all  (Ctrl+A)
Open Pirate_Sky_Paper - Copy and Paste Into selection > select none (Ctrl+D)
Open Island2 - Copy and Paste as a new layer.  Resize 50 %  (resize all layers box unticked)
Move island up until the bottom of it is just below the middle of your canvas.
**Optional - To get a sand texture, use your magic wand and select the beige part of your island layer.
Effects> Texture Effects> Texture - Choose a texture you like (I used Grain) > Select None.**
Open Ocean - Paste as a new layer "beneath" your Island layer - Resize 55 % - Duplicate.
Arrange ocean layers to fill completely the bottom half of your canvas.
When you are happy with how they look, go to your layer pallete, hide the white background layer and the island layer - merge visible.
Apply Mask - Layers > Load Mask from Disk > Locate Mask17 > Load
Unhide both layers.
Add elements to your tag now.
I used the following:
Pirate Ship - Resized 40 %  twice.
Loro Azul - Resized 40 % twice.
Pirate Parrot 2- Resized 45 % twice.
Pirate Chest - Resized 45 % twice. - Free rotate 9 degrees Right
When you are happy with their placement apply a drop shadow to each element.
I used - V & H = 2, Opacity 40, Blur 4, Black
Open your tube and paste as a new layer.  Arrange your tube - Duplicate.
On the copy of your tube apply a blur - Ajust > Blur > Gaussian Blur > Radius 3
Change your blend mode for this layer to Soft Light.
Apply Filter to your original tube layer with the following settings:

Apply a drop shadow to this layer.
Open my Word Art in PSP - Copy and paste as a new layer.
If you are going to resize your tag, do it now.
Add appropriate Copyright, License number and your name.
Hide your white background layer - Merge Visible and save as a PNG.
And you are done!

Here is another sample of this tag using artist Bam Bam.

I hope you enjoyed my tutorial. Hope to see you again soon!
