Luck of the Irish

Supplies Needed:

Paint Shop Pro
Tube of choice - I'm using Pinuptoons - Purchase at CDO 
Also, Keith Garvey - Purchase at Garv-Girls PSP Tubes
You must have a license to use these tubes.

Monti's Circle Mask HERE
WSL Mask 326 HERE
Filters - Eye Candy 5 Impact - Gradient Glow and Xero - Radiance
Font - Alex Brush

This tutorial was written assuming you have a working knowlege of PSP.
Click on any image to view at actual size.
Ok lets have some fun!

Open a new canvas 650 x 650 px - flood fill white.
Open paper 6 > Copy > Paste as a new layer.
Apply Monti Circle Mask > Merge Group
Open paper 3 > Copy > Paste as a new layer.
Apply WSL Mask 326 > Merge Group > Resize=90% -All layers box unticked.
Open frame 5 > Copy > Paste as a new layer > Resize=80%
Grab your magic wand and click inside your frame. Selections > Modify > Expand=5
Keep selected, add a new layer and move behind your frame.
Grab your flood fill tool and make a gradient - Foreground #b2deb5 - Background #1a6929 - 235 degree angle - 0 repeats - invert box unticked > Flood fill your selection > Keep selected.
Open rainbow 4 > Copy > Paste as a new layer > Resize=80% > Selections > Invert > Delete > Select None
Open Coin Scatter > Copy > Paste as a new layer > Resize=50% > Mirror
Arrange coin layer so it looks like they are falling from the rainbow.
Grab your eraser tool > Round Shape > Size 20 and erase coins you don't want.
Copy and paste your tube as a new layer > Arrange > Duplicate
On copy, add a blur- Adjust > Blur > Gaussian Blur =3 > Change blend mode to soft light.
On original tube layer apply Radiance filter with these settings:

If these settings dont work for you just click random until you get the effect you want.
Apply drop shadow of choice - I used V & H =2 - Opacity 40 - Blur 4 - Black
Add any elements from the scrapkit to your tag now.
I used:
Pot of Gold 2 > Resized 40% > Drop Shadow - V & H =1 - Opacity 30 - Blur 3 - Black
Luck of the Irish Wordart > Resized 50% > Adjust > Sharpness > Sharpen
I added Gradient Glow filter with these settings:

Color -  #00942a - Drop shadow > V & H =1 -Opacity 30 - Blur 3 - Black
Charm > Resized =60% > Duplicate >Move original behind word art > Drop shadow > V & H =2 -Opacity 40 - Blur 4 - Black
Activate Copy of charm and with eraser tool set at 10 erase the part of the charm that is covering the word art so it looks like it is hanging on the letters.
If you are going to resize your tag, do it now.
Add appropriate copyright, license number and your name
Hide background layer - Merge visible and save as a PNG.
