Ok lets psp!

Open new canvas 650 x 650 pixels - Flood fill white.
Open FrameWood - Resize 25% - paste as a new layer.  Duplicate > Free Rotate 90 right.  Move duplicate frame layer under original frame layer - arrange frames using my tag for reference.
Activate original frame layer, grab your magic wand and click inside frame > Selections > Modify > Expand=15.
Add a new layer - select All > Open paper 01 > Paste into selection > Select none > Move paper layer under frame.
Open Fence - Resize 13% Paste as a new layer > Arrange inside frame.  Apply drop shadow . I used V & H=2 - Opacity 40 - Blur 4 Black.
Open Ric-Rac of choice - Resize 15% - Paste as a new layer and arrange on fence.  Apply drop shadow .
Open Foilage Grass- Resize 25% - Paste as a new layer.  Apply subtle drop shadow- I used V & H=0 -Opacity 30 Blur 3 Black
Activate frame layer > Grab your magic wand and click inside frame > Selections > Modify > Expand 15
 Selections > Invert.
Your canvas should look like this now.

Activate fence and hit delete on  your keyboard > Activate ric-rac hit delete > Activate grass hit delete > Select None.
Merge grass down  to ric-rac and again merge down to fence.
Activate crop tool with 650 x 650 px value and crop your canvas.  (This is because there was grass hanging off the canvas)
Activate copy of frame > Repeat same steps for paper like the first frame.
Activate Merged layer (fence, ric rac & grass) > duplicate > Grab your move tool and move over left to arrange inside frame > Move under frame layer.
Activate copy of frame grab your magic wand and click inside > Selections > Modify > Expand 15> Selections > Invert > Activate merged layer hit delete > Select none.

Now add any elements you want to your tag.

For Rose Cluster I used:
Fern - Resized 12% (Duplicate - Mirror)
Foilage leaves 2 - Resized 17% (Mirror - Free Rotate-30 Left)
Foilage leaves - Resized 25%
Rose Pink - Resized 12% - Erase Stem

Inside frames I used:
Fern - Resized 8% - Duplicate - Mirror as desired
Foilage leaves - Resized 12%
Gold Finch - Resized 10%
Daisy - Resized 6%

Outside flowers:
Rose White - Resized 4%
Lilac Bloom - Resized 25%
Foilage Leaves - Resized 5% - Bottom leaf and stem erased.

Fern sticking out bottom left is Fern - Resized 8% - Flip - Free rotate 25 Right

Add a drop shadow to all layers except fence.  I used V & H=2 - Opacity 40 - Blur 4-Black

Activate white background layer - Add a new layer > Select all
Open paper 2 - paste into selection > Select none.
Apply Horseplay's Pasture Mask 9 > Merge Group
Add a new layer > Select All
Open paper 3 - paste into selection > Select none.
Apply Horseplay's Pasture Mask 37 > Merge Group > Free Rotate-45 Left

I used 2 tubes for my first tag. For the girl standing I did the following:
Activate very top layer paste your tube as a new layer > Arrange > Duplicate > Adjust > Blur > Gaussian Blur-.2 (thats point 2) > Change blend mode to multiply.  Activate original tube layer > Adjust Sharpness > Unsharp Mask with default settings.  Apply same drop shadow used for elements.

For the girl sitting I used same Blur method and blend mode but on the original tube layer I applied radiance filter with the settings shown below and applied same drop shadow.

Apply my word art or use your own.

If you are going to resize your tag, do it now.

Apply appropriate copyright, license number and your name.
Hide white backgroound layer - Merge visible and save as a png.
Here is another example of the same tag using the awesome art of Keith Garvey.  I am a diehard Toon fan but I have to admit I LOVE the way this one came out.

I hope you do too!   Also, I hope you enjoyed my tut.
If you are using my tuts, don't be shy leave me a shout out to say hi!
Hope to see you back soon!
