This tutorial was written assuming you have a working knowlege of PSP.
Click on any image to view at actual size.

Open a new canvas 650px wide by 650 px high - Flood fill white.
Open SF_frame3_JD - Paste as a new layer - Activate pick tool - Place your cursor on the node as indicated below
You will see two circle arrows appear each pointing a different way - Grab it and turn either left or right until the star is pointing straight up and let go when it is where you want it.  Activate your move tool and pull down slightly so the star is centered on your canvas.
Grab your magic wand and click inside the frame - Selections - Modify - Expand=10.
Add a new raster layer and move it under frame in your layer palette.
Open SF_Paper9_JD - Paste into selection - Keep selected.
Open SF_rainbow_JD - Paste as a new layer - Activate your move tool and move down slightly.
Open SF_cloud_JD - Resize to 80% - Paste as a new layer - Move down slightly.
Invert Selection (Ctrl + Shit + I) - Hit Delete - Change blend mode to hard light.
Activate rainbow layer - Hit Delete - Lower Opacity to 88 - Select none.
Activate white background layer - Add a new raster layer - Select All
Open SF_Paper14_JD - Paste into selection. - Select none.
Apply WSL_Mask84 - Merge group - Activate pick tool - Stretch mask out slightly.
Open SF_glitterborder_JD - Paste as a new layer - Resize to 85% - Make sure resize all layer box is not ticked.
Open SF_fairydustframe1_JD - Paste as a new layer - Move it slightly up and to the left - Duplicate - Mirror - Merge Down - Duplicate - Flip - Pull down slightly with your move tool.
Open SF_blingbutterfly_JD - Paste as a new layer - Bring to top of layer palette - Resize to 60%
Sharpen - Apply Encircle filter with these settings:

Your tag should look something like this now.

Add any elements you want to your tag.  I used:

SF_charm1_JD
SF_ropeheart1_JD - Resized to 65% - Mirrored
SF_butterfly2_JD - Resized to 45%
SF_cushion2_JD - Resized to 45%
SF_flower6_JD - Resized to 30%

Paste your tube as a new layer - Duplicate - Adjust - Blur - Gaussian Blur=3 - Change blend mode to soft light.  Activate orignal tube layer - Duplicate - Change blend mode to multiply - Turn opacity down to 59.
(This is optional I did it on my Toon because it is a light colored tube. But I didn't do it on the Mujica tag.)
Activate original tube layer - Apply porcelain filter with these settings:

Apply a drop shadow to original tube layer.
I used V&H= 1- Opacity=45 - Blur=7 - Black
Close off visiblity on all layers except your tube layers activate top tube layer and merge visible.
Unhide all layers.  Open  SF_fairywand_JD - paste as a new layer - Resize to 50% (Resize all layers not ticked).
Again, I used my pick tool to turn the wand to position it in the girl's hand.  Grab the center node to move it around on your canvas. When happy with its placement, duplicate - Activate original fairywand layer and move under tube layer in your layer palette.
Apply drop shadow to this layer.  I used: V&H=2 - Opacity=40 - Blur=4 - Black.
Activate copy of fairywand - Activate your eraser with these settings:

Carefully erase the part of the wand that is overlapping her thumb.
Apply same drop shadow to all elements that haven't had one applied yet.  Do not apply drop shadow to the rainbow, cloud, or fairydustframe1 layers.  I applied a lighter drop shadow to glitterborder - V&H=1 - Opacity=30 - Blur=3 - Black
If you are going to resize your tag, do it now - Add appropriate copyright, license number, wordart if any and your name.  *Tip on wordart-Since it's so thin, duplicate it and merge down to make it more visible*  Apply gradient glow with #683d5f using these settings:

If you aren't going to animate your tag, hide white background layer and save as a PNG.

**On to Animation**

This one is easy peasy!

Open Animation Shop - Open Lovey's Pastel Glow Animation - Delete copyright layer.
Back in PSP,  Leave white background layer visible - Copy Merged.
Paste as a new animation in A/S - Duplicate to a total of 15 frames - Activate frame 1.
If you resized your tag, you might want to resize the animation to fit your tag.  I resized my tag to 550px wide by 550px high, so I'm going to resize the animation to 90%.  To do that, activate your animation then - Edit - Select all or (Ctrl +A).  Now click on the Animation tab on top of your screen then on Resize Animation or (Shift +S) use these settings if your tag is my size.

Using the arrows on the bottom of your animationa, locate frame one.  Your animation should still have all frames selected.  If not, Select All - Locate aproximate center of animation - Using your arrow tool, grab the center of the animation and  drag it  on top of your tag and place it approximately in the center of the fairywand star and let go.  All the frames of the animation will now transfer to your tag.
View animation - If you are happy with it, save as a GIF.  (Remember, you can click undo and redo as many times as needed to get this step right.)  When saving, click on customize and use these settings:

And you're done!  Here is the animated version using artist Alicia Mujica.  I'm really loving her style which is soooo unique!

I hope you enjoyed my tut... come back soon!
